(a) Infer one characteristic of the Red Guard in the Cultural Revolution. Support your answer with one clue from Source E.     (2 marks)

The characteristic of the Red Guard is anti-the West.

In Source E, the senior staff said the Red Guard was so angry when he saw that he was drinking a coffee, which is a foreign drink. He was also very angry when he saw there were many imported foreign things in the firm.

(b) What can you conclude from Source F about the Shenzhen government’s attitude towards the entry of McDonald’s into China? Explain your answer with reference to Source F.      (3 marks)

Shenzhen government was supportive to the entry of McDonald’s into China.

In Source F, the Shenzhen Deputy Mayor attended the opening ceremony congratulated McDonald’s in the ceremony on behalf of the government. It indicates that the Shenzhen government supported the entry of McDonald’s so much and was looking forward to further cooperating with McDonalds’s later.

(c) Do you agree that the Reform and Opening-up policy of China after 1978 transformed China? Explain your answer with reference to Sources E and F and using your knowledge of China’s development up to 2000.           (8 marks)

To a large extent I agree that the Reform and Opening-Up policy of China transformed China in 1978.

In cultural aspect, By Source E, the Red Guards were anti-foreign. They were very angry when they saw the foreign imported goods and doubted whether the staff is Chinese. It reflected that the most of people before 1978 hated foreign countries and their products so much.

By Source F, however, the people in China were in favour of the western foods. The Shenzhen Deputy Mayor attended the opening ceremony of McDonalds in 1990. Some Shenzhen citizens even have eaten the McDonalds’ foods that McDonalds have prepared for the consumption within the first three hours. It reflected that the people loved the foreign foods after 1978, unlike before 1978.

From my own knowledge, Deng adopted the Reform and Opening-up policy which attracted the foreign investments in China and therefore improved the foreign product’s image in China. Therefore, in cultural aspect, Reform and Opening-up policy could transform China.

In economic aspect, From my own knowledge, before 1978, China implemented ‘Public ownership economic system’ and planned economy. For example, when Mao suggested ‘Taking steel production as the key link’, most of the people, including doctors, conducted large-scale steel refinement by using backyard furnaces.

However, the economic reforms after 1978 was totally different from before 1978.
It changes from a planned economy to a free economy. For example, Deng implemented ‘household responsibility system’ and gave a certain degree of independence to the state-owned enterprises. The peasants could remain the rest of crops and the enterprises could remain the profit after tax.

In educational aspectMany students lost the chance of going school since they dropped study and become Red Guard during Cultural Revolutions. Moreover, many intellectuals were regarded as ‘ghost’ and were sent to rural areas. Educational development was not emphasized before 1978.

However, in order to provide more talents for the implementation of economic reform. Deng changed to implement educational reforms and emphasize talents. For example, he built many schools and universities and invited world-wide talents to cultivate the next generation to improve the educational level for economic reforms.

In political aspectfrom my own knowledge, Mao would try all means to suppress the people with objection such as ‘Three-anti’, ‘Five-anti’ and Cultural Revolution which was anti-capitalist roaders.

The situation was the same after 1978. Deng would still try all means to suppress the people with objection. For example, he suppressed the big-scale student movement Tiananmen Square protests in 1989 and killed many students.

Apart from political aspect, Reform and Opening-up policy could transform China in different aspects including cultural, economic and educational.

Therefore, to a large extent I agree that the Reform and Opening-Up policy of China transformed China in 1978.

根據資料E,紅衛兵的特徵是反西方。

資料E中指出當一名紅衛兵得知作者正在飲用一杯西方的咖啡時顯得十分憤怒,他同時質問作者為什麼購買這麼多的外國貨。反映出該名紅衛兵十分厭惡外國貨品,因此可推斷出他們是反西方。

(b) 從資料F歸納深圳政府對麥當奴進入中國所持的態度。試參考資料F,解釋你的答案。                                                      (3 )

根據資料F,深圳政府對麥當奴進入中國持有支持的態度。

資料F中指出副市長李廣鎮代表深圳政府出席麥當奴的開幕典禮並且表示祝賀,可見深圳市政府對於麥當奴在深圳營業表示支持,同時期待與它們進一步的合作。

(c) 你是否同意中國1978年後的改革開放政策使中國蛻變?試參考資料EF,並就你對中國直至2000年的發展所知,解釋你的答案。               (8 )

我在很大程度上同意中國1978年後的改革開放政策使中國蛻變

在文化方面,資料E指出紅衛兵在文化大革命時 (即改革開放前) 十分討厭外國貨品並且十分厭惡使用外國貨品的中國人。在文革時期紅衛兵的思想主導中國思想發展,反映出1978年前中國人民十分討厭西方產品。

但是,資料F指出1990年中國人民及政府十分歡迎麥當奴在中國營業。副市長李廣鎮代表深圳政府出席麥當奴的開幕典禮並且表示祝賀,同時深圳人民在麥當奴開業首三小時後便吃掉麥當奴預備一個星期使用的食品,可見在改革開放後人民十分歡迎外國進口的食品,與1978年前十分不同。

而且,就我所知,鄧小平推行改革開放,吸引外國進入中國投資,當中包括許多潮流品牌以及食品公司。這些外國公司在中國開業,影響了許多中國人的文化。可見改革開放政策使中國在文化上得到蛻變。

在經濟方面,就我所知,1978年前毛澤東實行「公有制」以及實行計劃經濟,國有企業全由國家控制,並跟隨國家的政策而生產。同時,其他人民也跟從國家的指令而實行經濟政策,例如當毛澤東在1958年提出「以鋼為綱」,隨即全民開始大煉鋼,而在文化大革命期間毛澤東則提出了「上山下鄉運動」,組織年青人民到農村發展。可見當時經濟全由國家控制。

但是,1978年鄧小平改革開放後,分別在農業上推行「農業承包制」,令農民可保留向政府繳納的收成後剩餘的產物。同時,鄧小平向國有企業放權讓利,給予更多的企業自主權予國有企業,允許它們把利潤扣除稅收後留為己用,而且在沿海地區建立「經濟特區」,逐步開放部份沿海地區,提供優惠給外商吸引他們投資。中國經濟因而在1978年後由全「公有制」改為混合經濟體,同時具備個體經濟﹑私營經濟﹑中外合資公司以及公有經濟。可見改革開放使中國在經濟上得到蛻變。

在教育方面,就我所知,文化大革命時期許多年青人放棄學業而當上紅衛兵,錯失了上學的機會,而且知識份子被流放至農村以及遭到批判,使中國的人才出現斷層。

但是,鄧小平為了解決人才斷層的問題以配合改革開放政策推動中國現代化,因而一改以往輕視教育的政策,積極推行教育改革,大量興建學校以及吸引不同國家的教育人才培養中國的年青一代,提升教育水平以配合沿海地區發展。可見改革開放使中國在教育上得到蛻變。

但是,就我所知,中國在政府方面沒有得到蛻變。毛澤東在位期間實行高壓統治,鎮壓一些持反對意見的人民,例如推行「三反」﹑「五反」以及發起文化大革命以打倒走資派等。

高壓統治在改革開放後仍然維持。鄧小平如毛澤東一樣不惜付出所有代價而鎮壓反對政府的人民。例如在1989年派遣軍隊鎮壓在天安門廣場集會的學生。由此可見,改革開放未能使中國在政治上得到蛻變。

因此,我在很大程度上同意中國1978年後的改革開放政策使中國蛻變。

(a) What was the view of the Nobel Committee on the situation of the USSR at the time? Support your answer with one clue from Source C.  (2 marks)

The Nobel Committee thinks that the situation of USSR was very serious and difficult to solve.

By Source C, The Nobel Committee said that the people were watching USSR to struggle to solve its economic, social and political problems. It indicates that the USSR faced problems from different aspects so it was not easy to tackle the problem.



(b) Infer from Source D the nature of Gorbachev’s governance. Explain your answer with reference to Source D.  (3 marks)

The nature of Gorbachev’s governance was adopting open policies to the regimes.

By Source D, Gorbachev removed the ‘administrative and repressive machine’. It indicates that Gorbachev gave up to control towards the regimes and provided them more independence and power.

Moreover, Gorbachev would not deploy the army to punish the regimes with opposition. It indicates that Gorbachev allowed opposite opinions and gave up to suppress the regimes with opposition. Instead, he would like to adopt open policies to fight for their support.



(c) Do you agree that Gorbachev was an able leader of the USSR? Explain your answer with reference to Sources C, D and using your own knowledge. (7 marks)


‘Able leader’ means a leader who could lead the country to overcome the internal and external problems and remain the citizens united.


In terms of the above definition, only to small extent I agree that Gorbachev is an ‘able leader’.

By Source C, Gorbachev tried very hard to negotiate with Western countries and actively initiated disarmaments to resolve the international disputes, which proved that he worked hard to solve the external conflicts with other countries.

From my own knowledge, Gorbachev adopted ‘glasnost’ (openness) policies to grant more freedom and independence to the regimes in order to reunite the regimes and fight for their support.

Moreover, Gorbachev made very great effort in improving relationships with other countries to solve the international disputes such as signing the Intermediate-range Nuclear Forces (NF) Treaty which was rectified in 1988 when Reagan (US president) visited to USSR. USSR also withdraw from Afghanistan in 1989 to improve the relations with U.S.

By Source D, it stated that the disintegration of USSR was due to the removing the administrative and repressive machine in which Gorbachev abandoned to deploy army to suppress the opposite opinions. It indicated that Gorbachev’s open policies leaded to the collapse of Warsaw Pact and made USSR a ‘dying state’.

From my own knowledge, Gorbachev could not effectively solved the economic problems. Many people still blamed him on the failure of economic reforms to boost the economy, which was still far behind the West. For example, the national income in 1991 decreased 15%.

Food shortage, inefficient transportation of goods and inflation were very serious in early 1990s, which made the people very unsatisfied and would like to end the communism.

Moreover, the collapse of Warsaw Pact which was encouraged by open policies also encouraged the republics to try to break away from USSR. Gorbachev even proposed the ending of the USSR in 1990 and the setting up of USSS, which leaded to the collapse of USSR. the failure of reforms leaded to the ‘8.19 Coup’

In comparison, although Gorbachev could solve the external international conflicts with the West and expand the connections with other countries, he could not reunite the citizens to build a stronger USSR and solve the internal political and economic problems. His open policies even leaded to the collapse of Warsaw Pact and USSR, which made Soviet Union weaker.

Therefore, only to small extent I agree that Gorbachev is an ‘able leader’.

根據資料C,諾貝爾委員會認為蘇聯當時面對的問題十分嚴峻以及難以解決。

資料C中諾貝爾委員會指出人們正看著蘇聯克服國家的政治,經濟及社會問題。由此可見,當時蘇聯正面對不同方面的國家問題,不容易解決。


(b) 從資料D推斷戈巴卓夫管治的特質。試參考資料D,解釋你的答案。(3)

根據資料D,戈巴卓夫的管治特質是推行開放管治的政策。

資料D中指出戈巴卓夫移除了「行政和打壓機器」,反映出戈巴卓夫放棄了以打壓的政治政策對待持反對意見的政權及人民並給予他們自主的權利。

而且,資料D中指出戈巴卓夫不會派遣軍隊鎮壓反對派的政權,反映出戈巴卓夫容許反對派的政權的存在以及放棄以軍事鎮壓反對派,可見他推行開放政策而非奉行專制政府。


(c) 你是否同意戈巴卓夫是一個具有能力的蘇聯領袖?試參考資料CD,並就你所知,解釋你的答案。(7 )

我認為「有能力的領袖」應指一個能克服內在及外在問題以及維持國家團結的領袖。

基於以上的定義,我只在很小程度上同意戈巴卓夫是一個有能力的領袖。


根據資料C,戈巴卓夫致力與不同西方國家討論裁軍會議以解決國際衝突,可見戈巴卓夫成功解決當時蘇聯面對的國外問題以及修補與其他國家的關係,改善蘇聯的外交。

就我所知,戈巴卓夫亦推行開放政策,給予東歐國家更多的自主權以及不干預她們的內政,短暫解決了東歐國家人民對共產主義的不滿。

而且,除了討論裁軍外,戈巴卓夫致力裁減核武,例如在1988年當列根訪問蘇聯時與美國簽訂了中程導彈條約解決核武危機。而且,戈巴卓夫亦從阿富汗撤軍以修補與美國的關係。可見戈巴卓夫成功促進蘇聯與其他國家的外交關係。

根據資料D,作者指出蘇聯解體的原因是因為移除了「行政和打壓機器」。戈巴卓夫放棄了派遣軍隊鎮壓反對派的政權,暗示了戈巴卓夫的開放政策造成了華沙公約的崩潰,並且如文中所說令蘇聯變成了「瀕死的國家」。可見戈巴卓夫未能有效解決內部問題以及未能使蘇聯變得強大。

而且,就我所知,戈巴卓夫未能有效解決國內的經濟問題。很多蘇聯人民把經濟問題歸咎於戈巴卓夫失敗的改革以致未能成功解決經濟問題,令蘇聯經濟遠遠不及其他西方國家。例如,蘇聯的國民收入在1991年下跌了15%

糧食短缺,缺乏效率的交通系統以及通貨膨脹在1990年代初十分嚴重,令人民十分不滿並希望結束共產主義。

而且,華沙公約的崩潰間接導致了蘇聯的其他共和國爭相仿傚,令蘇聯面對解體的危機。戈巴卓夫更在1990年提出蘇聯解體以建成立「蘇維埃主權國家聯盟」的建議,讓全部共和國享有自主權。人民對戈巴卓夫的不滿﹑華沙公約的崩塌以及共和國獨立的意欲最終導致「819事變」,令蘇聯解體。可見戈巴卓夫未能成功團結蘇聯內部勢力。

在比較之下,雖然戈巴卓夫成功改善與西方國家的關係,令蘇聯的外交地位上升以及擴展蘇聯的外交關係,但是他未能有效解決蘇聯的經濟問題,令國內人民不滿,同時他的開放政策導致東歐國家脫離共產的統治以及加速了蘇聯共和國脫離蘇聯統治。可見戈巴卓夫未能有效解決國內問題以及團結東歐和蘇聯共和國的人民,令蘇聯解體以及變弱,因此我只在很小程度上同意戈巴卓夫是一個有能力的領袖。

(a) Describe one trend in medical development in Hong Kong as reflected in Source A. Support your answer with clues from Source A.  (2 marks)

The trend is that the Western treatment becomes more popular among the patients in Hong Kong while Chinese treatment is opposite.

 Source A indicates that the in-patients and out-patients for Western treatment increased from 36.8% and 8.73% in 1912 to 61.78% and 16.92% respectively in 1936. At the same time, the in-patients and out-patients for Chinese treatment decreased from 63.2% and 91.27% in 1912 to 38.22% and 83.08% respectively.
Since the ratio of choosing Western treatment has raised no matter in-patients or out-patients, it has become more popular.


(b) Cite one clue from Source B, and explain how the clue you cite reflects that the Kwong Wah Hospital enjoyed high social status at the time.      (2 marks)



Source B showed that some of the high social status people participated in the Kwong Wah Hospital opening ceremony in 1911 such as Sir Frederick Lugard, Governor of Hong Kong and some members of Legislative Council. Kwong Wah Hospital successfully invited them to join the ceremony indicating that Kwong Wah Hospital enjoyed high school status as well.

(c) ‘In the first half of the 20th century, Hong Kong was a city where tradition and modernity co-existed.’ Do you agree? Explain your answer with reference to Source A and B and using your own knowledge.   (8 marks)

To a large extent that I agree with the statement

Source A indicates that the ration of using Western treatment has increasing raised from 1912 to 1936, especially in-patients. At the same time, Chinese treatment is still the mainstream in the society. Therefore, in medical aspect, tradition and modernity co-existed in Hong Kong.

Source B showed that some of the people participating in the opening ceremony wear Western customs while most of other people wear Chinese clothes. In the fashion aspect, tradition and modernity co-existed in Hong Kong.

From my own knowledge, there are many modern Western-style architectures in Hong Kong such as the Flagstaff House which was built in 1846 and Murray House in Stanley which was built in 1844 to serve as a base for solders. At the same time, there are many traditional Chinese style buildings in Hong Kong such as Tin Hau Temple in Causeway Bay and Tai Fu Tai Mansion in San Tin. Therefore, architecture in Hong Kong showed that tradition and modernity

From my own knowledge, traditional ‘cooked food stalls’ were very popular in Hong Kong while there are some modern and high-class hotel restaurants such as The Peninsula Hong Kong. Also, Hong Kong people know how to use modern knife and traditional Chinese chopsticks as tool to eat. The habit of dining shows tradition and modernity co-existed in Hong Kong.

From my own knowledge, Hong Kong people not only celebrated traditional Chinese festivals such as Chinese New Year and Mid-Autumn Festival, but also celebrated some modern Western festivals such as Halloween, Easter and Christmas.

Although the above shows that tradition and modernity co-existed in Hong Kong, some of modern cultures were not popular in Hong Kong.

For example, Source A indicated that Chinese treatment is still the mainstream in Hong Kong. For out-patients, 83.08% patients preferred Chinese treatment.
Source B also showed that only very few people such as Sir Frederick Lugard wear Western customs, most of the people still wear traditional Chinese dress.

Moreover, from my own knowledge, traditional Chinese buildings were far more than Western architectures and most of Hong Kong people preferred using chopsticks to eat.
It showed that the modern Western cultures were not very popular in Hong Kong in first half of the 20th century. Therefore, in terms of the ration of coverage of traditional and western cultures, to large extent I agree with the statement.

根據資料A,香港醫療發展趨勢是西醫治療越趨普及和被病人重視,而中醫則相反。

資料A中指出使用西醫治療的住院病人及門診病人的比率分別由1912年的36.8%8.73%增加至1936年的61.78%16.92%,使用中醫治療的住院病人及門診病人的比率則分別由1912年的63.2%91.27%下降至1936年的38.22%83.08%
可見病人選用西醫治療的比率上升,因而更為普及。

(b) 引用資料B一項線索,並解釋所引線索如何反映當時廣華醫院享有崇高的地位。 (2)

從資料B中可見在廣華醫院開幕禮中香港總督盧吉爵士以及當時的定例局 (即立法局議員也有到場參與典禮。他們皆是當時香港社會地位崇高的人士,廣華醫院開幕禮獲得他們支持答應出席典禮可見當時廣華醫院的地位崇高。

(c) 20世紀上半葉期間,香港是個傳統與現代並存的城市。」你是否同意此說?試參考資料AB,並就你所知,解釋你的答案。 (8 )

我在很大程度上同意20世紀上半葉期間,香港是個傳統與現代並存的城市。

資料A指出病人使用西醫治療的比率在1912年至1936年持續上升,反映出較為現代的西醫治療更趨普及,但與此同時,較為傳統的中醫仍然是20世紀上半葉病人治療的主流。可見香港醫療方面是傳統與現代並存。

資料B圖中可見一些參與典禮的人士,例如香港總督盧吉爵士穿著現代的西服,而大部分其他出席典禮的人士皆穿著傳統的中式衣服,可見香港在衣著方面是傳統與現代並存。

而且,就我所知,在建築方面,香港在20世紀上半葉已有許多西式現代化的建築,例如建於1846年的司令總部大樓,在1932年改名為三軍司令官邸。同樣具有西方建設色彩﹑位於赤柱的美利樓在1844年建成,用作駐港英軍軍營。同時,香港也有許多傳統中國建築,例如銅鑼灣的天后廟以及位於元朗的新田大夫第。可見香港在建築方面是傳統與現代並存。

就我所知,在飲食方面,香港在20世紀上半葉既有一些街邊的傳統「大牌檔」,亦有現代化的五星級酒店餐廳,例如於1928年開業的半島酒店。同時,香港人亦懂得使用現代餐具例如刀叉及中國傳統筷子。可見香港在飲食方面是傳統與現代並存。

就我所知,在節日慶祝方面,香港除了慶祝傳統中國節日,例如農曆新年及中秋節等,也會慶祝從西方引入的現代節日,例如復活節及聖誕節。可見香港在節日慶祝方面是傳統與現代並存。

雖然香港在不同方面也是傳統與現代並存,但是一些現代引入的文化卻仍不太流行。

資料A中指出使用中醫作為治療的門診病人仍然屬於多數,在1936年佔有83.08%。西醫只佔16.92%
同時,資料B圖中可見只得非常少數出席典禮的人士穿著西服,而其餘大部分人士仍然穿著中式服飾。
而且,就我所知,中式建築物仍然是當時香港的建築物主流,而香港人亦較習慣使用中國傳統筷子進食。

由此可見,西方現代文化在香港仍然未十分普及,在比例上而言,香港在很大程度上是傳統與現代並存。
