Q.4 (a) Identify one justification that was used
by Charles de Gaulle in both speeches to reject Britain’s application to join
the EEC. Support your answer with two clues from Source G, one from 1963 and
one from 1967. (3 marks)
The
justification that was used by Charles de Gaulle is that Britain could not integrate
and agree with the policies of EEC.
Clue1: In the speech of 1963, Charles stated
that ‘the entry of Great Britain would completely change the actions, agreement
and rules of EEC’, which reflects that Britain would not follow and agree with
EEC policies.
Clue2: In the speech of 1967, Charles stated
that ‘our policy with Britain’s policy cannot merge’, which reflects that there
was difference between Britain and EEC policies and could not integrate.
Q.4 (b) What was the ‘trifling condition’
mentioned in Source H? Explain your answer with reference to Source H. (3 marks)
The
‘trifling condition’ means to give up part of sovereignty to France.
Clue 1 + explain: In the cartoon
it described Charles as ‘King of Britain and France’ and the vehicle behind
showed ‘Paris’ and ‘London’. The capital and King, which were the symbol of
sovereignty of a country, showed France and Britain together, which implies
that Britain needed to give up part of sovereignty to cooperate with France in
order to join EEC.
Clue 2 + explain: The cartoon
showed that the flag of Britain was replaced by France. Flag was also a symbol
of a country. It reflected that France requested Britain to give up part of
sovereignty.
Q.4 (c) What factors hindered economic cooperation
in Europe from the 1950s to the 1970s? Explain your answer with reference to
Sources G and H, and using your own knowledge. (6
marks)
There are
the following factors hindering economic cooperation from 1950s to 1970s.
The first one is the disagreements
over new members. From Source G, France stated that the policies of
Britain would not integrate with EEC and the special diplomatic relations of
Britain with U.S. might absorb the community of Europe. It showed the worry of
France towards to joining of Britain.
The second one is the disagreement
of economic policies. From
Source G, France stated that she worried that the economic policies of
Britain would not integrate with EEC, which reflects that there was
disagreement of members since they had different views on the policies.
The third one is that some of the
member states were not willing to give up sovereignty. From source F, Britain
expressed that the condition to join ECC is to give up sovereignty to France.
The exaggerated description of the cartoon (Change of flags and share of king)
obviously expressed it was not acceptable for Britain to compromise and give up
sovereignty, which become a hindering factor.
From my own knowledge, different
economic foundations of member states is also a hindering factor. Some
members are highly industrialized but some are agricultural economics. It is
difficult to reach an agreement on the economic policies. For example, common
agricultural policy was introduced in 1962. However, there were a lot of
complaints about the ECC’s heavy expenditure on subsidising the agricultural
development of certain member states such as France and Italy.
From my own knowledge, disagreements
on the European unity. Some of the members hoped that the economic
cooperation would lead to complete integration of political, diplomatic and
social aspect. However, some of the member states such as Britain, Denmark and
Sweden were not willing to extend the cooperation to other aspects.
