Q.2 (a) What was the attitude of the
author of Source C towards the USA? Support your answer with one clue from
Source C. (2 marks)
Attitude:
Supportive / Appreciative / positive
Clue: U.S. demonstrated
to China how to establish a democratic and free China. (Boldness, fairness,
honestly)
Q.2 (b) If you were a Chinese
intellectual in 1945, would you support the CCP? Explain your answer with
reference to Source D. (4 marks)
I would support CCP
Firstly, CCP promised that it will carry out
democratic reforms and promulgate a democratic policy agenda, which could improve
the China’s democratic development and unite the people to defeat Japan.
Secondly, CCP promised to form a central government
from Kuomintang, CCP, Democratic League and non-party elements, which aimed to
abolish one-party dictatorship. It could paved the way for party policies and
democratic developments. Therefore, I would support CCP.
Q.2 (c) ‘After it came to power in
1949, the guiding principles of the CCP demonstrated drastic changes when
compared to those it held before coming to power.’ Do you agree? Explain your
answer with reference to Sources C and D, and using your own knowledge of the
development of China up to 1978. (7 marks)
‘Drastic change’ 與 ‘transform’ 相若,也是 ‘fundamental change’ 的意思,即前後存在很大的不同。

To large extent I agree with the statement. The
guiding principle has drastic changes in political and diplomatic but not in
economic aspect.
In
political aspect, the guiding principle before 1949 is
democratic policies but it changed drasticly to dictatorship after 1949.
By Source C, CCP newspaper praised the U.S. government
for demonstrating how to become democratic country. It reflects that CCP wanted
to implement democracy as the political guiding principle.
By Source D, CCP promised to carry out democratic
reforms and form a central government from different parties. It reflects that
CCP wanted to implement party politics.
However, from my own knowledge, CCP implemented
dictatorship after 1949. For example, China
indicated in the ‘Common Program’ that it would implement ‘people’s democratic
dictatorship’ and The government departments only acted according to the
principles and policies of the Party. Also, Mao also initiated several
political activities to combat against the people who upheld different opinion
with him such as Cultural revolution in 1966-76.
In diplomatic aspect, the
guiding principle before 1949 is to establish diplomatic relations with Western
countires, but it changed to communist states after 1949.
By Source C, CCP newsapaper stated
that it wanted to tie the bonds together with U.S. It proved that the
diplomatic guiding principle of CCP is to establish with Western countires.
However, from my own knowledge, CCP
turned to develop diplomatic relations with communist states. For example, CCP
supported North Korea in Korean War in 1950 and supported North Vietnam in Vietnam
War to combat against the Western countires.
In economic aspect, the
gulding principle before 1949 is to implement communist and planning economic
policies, which did not change after 1949.
From my own knowledge, since CCP
appreciated the communist and planning economic policies and would like to
follow USSR for the five year economic plan, they set it as an economic guiding
principle.
The CCP successfully implemented the
policies. For example, In 1956, almost 90% of the peasants participated in to
cooperatives in the first five year plan. Also, About 600,000 steel furnaces
were built and operated by 90 million people under ‘The Great Leap Forward’.
