Trade and explain the relationship between US and the USSR during the period 1943-91.

1) 第一階段: 關係惡劣時期 (1946-1959) Bad relations period

2) 第二階段: 關係急劇惡化時期 (1960-1962) Relations dramatically deteriorate period

3) 第三階段: 關係表面緩和，實質不和時期 (1963-1984) Relations improvement period

4) 第四階段: 關係改善時期 (1985-1991) Friendly relations period

第一階段: 關係惡劣時期 (1946-1959) 特色 美國及蘇聯因冷戰開始而變得關係惡化，雙方之間在這時期分別借由提供經濟援助給西歐及東歐國家以及在亞洲地區介入戰爭以擴大自己的影響力以及與另一方發生衝突。

原因 出現這時期的原因是因為美國及蘇聯分別代表資本主義及共產主義。兩種主義因意識形態的不相同而令雙方各自建立勢力企圖消滅另一方。同時，1946年，冷戰在邱吉爾在發表「鐵幕」演說後開始，令美國及蘇聯關係惡化。

l   1946-1949年間發生的中國內戰，美國支持中國國民黨，蘇聯支持中國共產黨。兩黨在中國發生戰爭，破壞雙方關係。 l   1947年美國提出杜魯門主義，公開以經濟及軍事支援國家對抗共產主義份子，加強與蘇聯的衝突。 l   美國及蘇聯分別於1947年及1948年推行「馬歇爾計劃」及「莫洛托夫計劃」，向西歐及東歐國家提供經濟支援恢復經濟，破壞雙方關係。 l   1948-49年間美國及蘇聯因柏林封鎖事件發生衝突。美國及西方國家在蘇聯封鎖柏林 (Block Berlin) 後向西柏林區空運食物及煤等作補給，破壞雙方關係。 l   1949年美國與西歐國家組成「北大西洋公約組織」(NATO)，建立軍事同盟保護同盟國及抗衡共產主義，破壞雙方關係。 l   1950-53年間發生的韓戰中，美國支持的大韓民國及蘇聯支持的朝解民主人民共和國發生戰爭，令雙方關係變差。 l   美國於1957年發表「艾森豪主義」，稱必須對抗俄國在中東的坐大，破壞雙方關係。 l   美國與蘇聯在1957年開始太空競賽，兩國各自增加費用研發科技，使雙方關係變差。

First Stage: Bad relations period (1946-1959)  Features The relation of United States and The Soviet Union is bad because of cold war. Both of them provided financial assistance to Western Europe and Eastern and expand its influence to Asian to combat with each other.

‚ Reasons Capitalism and Communism are mutually exclusive. They wanted to eliminate another one because of the difference of ideology Cold War began after ‘Iron Curtain’ in 1946, which worsen their relations.

l   United States supported Chinese Nationalist Party and The Soviet Union supported Communist Party of China in Chinese Civil War (1946-49). l   U.S. president Truman had a speech in 1947 (Truman Doctrine), provided US $400 million economic and military support to Greece to combat with communist. The Soviet Union was not satisfied with this action. l   U.S. introduced Marshall Plan to expand its influence in Western Europe in 1947. The Soviet Union followed and introduced Molotov Plan in 1948 to Eastern Europe. l   U.S. had conflicts with The Soviet Union in Berlin Blockade (1948-49). U.S. airlift massive supplies to West Berlin and finally The Soviet Union reopened. l   U.S. set up military alliance – NATO in 1949 with other Western Europe to combat with communism. l   U.S. supported Republic of Korea and The Soviet Union supported Democratic People’s Republic of Korea in Korea War (1950-53), intensified their relations. l   U.S. condemned The Soviet Union for suppressing Hungarian Revolution of 1956. l   U.S. and The Soviet Union started space race in 1957.
